A multinational investigation published in 2023 by Mediapart and the European Investigative Collaborations network examined confidential files obtained after a hack of Swiss economic-intelligence firm Alp Services. The documents described an alleged United Arab Emirates-funded campaign to collect and disseminate damaging information about Qatar, the Muslim Brotherhood, and European critics. Former journalist Roland Jacquard reportedly brokered the relationship in 2017, while Emirati agent Sheikh Matar supervised the work. Alp created anonymous ProtonMail accounts for secure communications; leaked records indicate that credentials for one account were sent through WhatsApp on October 2, 2017.
Between August 21, 2017, and June 30, 2020, Alp received at least €5.7 million from the Emirati company Ariaf Studies and Research, with internal files linking the invoices to UAE President Mohamed bin Zayed Al Nahyan. The disclosures triggered complaints and official inquiries: Sihem Souid filed in France in March 2023, Belgium protested to the UAE ambassador in July 2023, and prosecutors in France and Switzerland opened proceedings. In December 2023, Switzerland consolidated cases reportedly examining six possible crimes involving Mario Brero and associate Muriel Cavin, including alleged fictitious employment arrangements with Ariaf. Other complainants included journalist Rokhaya Diallo and researcher Farid Hafez, who said they were falsely associated with the Muslim Brotherhood.
